ERCOT has approved an initial framework for processing very large electricity loads seeking to connect to the Texas grid, in response to a queue of about 438 GW of pending requests, close to 90 percent of which come from data centres. Rather than studying each project individually, the grid operator will group an initial cohort — referred to as Batch Zero — into a single consolidated study. Applicants are due to learn whether they are included in August, with final transmission plans arising from the batch expected in autumn 2027. Four hundred and thirty-eight gigawatts of large-load requests, roughly 90 percent of it data centres, on a grid whose demand peaks nowhere near that. The number is absurd on its face, which is rather the point — nobody believes it, and the process has to cope with it anyway.

Batching is a sensible answer to an unstudiable queue: group the requests, study them once, produce one transmission plan. But look at the timeline. Applicants find out in August whether they are in Batch Zero; the resulting plan lands in autumn 2027. That is the fastest process the most permissive grid in America can run.

The Microsoft detail is the one to watch. Two gigawatts in Pecos, with the company saying it will self-fund the associated energy infrastructure rather than socialise it. If that becomes the norm it settles the cost-allocation fight without anyone having to write a rule about it — whoever wants the capacity pays for the capacity. If it stays a single announcement, it was a press release.

ERCOT is the control experiment for this whole beat: no imports to fall back on, and the fewest excuses.
