Senator Launches Investigation Into Methane Pollution in the Permian Basin

Inside Climate News reports that Senator Sheldon Whitehouse, ranking member of the Senate Environment and Public Works Committee, opened an investigation in March 2026 into the gap between reported and observed methane pollution from the Permian Basin, the largest-producing US oil field. The inquiry follows a MethaneSAT report released in early February 2026, which found that methane emissions from Permian oil and gas production facilities between May 2024 and June 2025 were four times higher than the Environmental Protection Agency's official estimates. Whitehouse said the inconsistency between emissions reported to the EPA greenhouse gas inventory and satellite data suggests significant previously unreported emissions, and that substantial opportunities exist to reduce waste, improve operational efficiency and mitigate climate change. Four times the EPA estimate. That is the number, and the gap is the story rather than the absolute figure.

Be careful about what a Senate investigation can and cannot establish here, because the operators' objection is technically reasonable. MethaneSAT measured area fluxes across a basin. Attributing a basin-wide total to named companies requires an allocation step the satellite data does not itself supply. Expect that to be the entire substance of the industry response, and expect it to be at least partly correct.

What survives the objection is the aggregate. Somebody in the Permian is emitting roughly four times what the inventory says, whoever it turns out to be, and that inventory is the basis for federal policy.

The genuinely interesting question is not who gets blamed. It is why a self-reported bottom-up inventory diverges this far from direct measurement — and whether the answer is flawed methodology or incomplete reporting. Those have very different fixes.
